A Broader Housing Continuum for Staten Island
Project Hospitality provides a comprehensive housing continuum that includes permanent supportive housing, transitional housing, congregate housing, and scattered-site housing for both single adults and families.
Our programs are designed and intended to serve people whose path to stability requires more than a short-term/temporary place to stay. They provide a supportive environment with the structure and ongoing care needed to enable long-term stability.
Referral-Only Housing Programs
These programs are not open-enrollment housing services. Access depends on each program’s eligibility requirements, referral pathways, and available housing.

HUD Permanent Supportive Housing provides permanent housing through a Housing First model for chronically homeless individuals and families with documented disabilities. Residents live in scattered-site apartments and receive case management support that helps them maintain housing and work toward greater self-sufficiency.

Castleton Housing provides supportive housing for chronically homeless individuals with chronic health, mental health, or substance use needs. The site includes studio apartments, with on-site case management for supportive housing tenants.

O’Callaghan House is a licensed congregate transitional residence for homeless adults with serious mental illness and histories of chemical dependence. The program provides shared or single rooms, 24-hour on-site support, and help exploring appropriate long-term housing opportunities to meet their individualized needs.

Medicaid Redesign Team Housing provides permanent housing for adults who are homeless or unstably housed and have high Medicaid service utilization. Residents live in furnished apartments, with support focused on case management, safety, care coordination, and residential stability.

The Supported Apartment Program provides permanent supportive housing for single adults with long-term mental health needs, histories of homelessness, and substance use histories. Housing is provided in scattered-site apartments across Staten Island, with case management and referrals based on each resident’s needs.

Family Supported Housing serves families at risk of family breakdown or working toward reunification after custody was affected by psychiatric hospitalization, homelessness, or a temporary inability to provide care. The program provides scattered-site housing support, home visits, advocacy, and connections to community support.

Scatter Site I provides permanent supportive housing for single individuals and families living with HIV or AIDS. The program supports residents through case management, appointment support, in-home visitation, budget management, and referrals to additional social services.

Scatter Site II provides permanent supportive housing through scattered-site apartments for people living with HIV or AIDS. Services include case management, medical care coordination, appointment support, in-home visitation, and help connecting residents to needed resources.
